Pennington Choices carried out a review of Pierhead Housing Association’s gas management arrangements relating to gas maintenance and compliance with the Gas Safety Regulations. This was was carried out with a view to advising the board on compliance and providing a framework for improvement.
The Challenge
Historical performance in undertaking gas safety tests had been significantly improved, but policy and procedures were perceived as being in need of review. Managers wanted to identify the extent to which best practice was being implemented and establish a framework for further improvement to the service.What We Did
Our specialists reviewed the gas management arrangements used to deliver the service, from tenant and customer perspectives and in terms of the efficiency and effectiveness of the operation. We also compared the existing policy with our best practice model and engaged with operational managers by involving them in the review and ensuring high levels of ownership of the conclusions. In addition, we provided structured analysis of the service with regard to the then Audit Commission’s technical guidance on gas safety, and our own best practice framework.The review was undertaken alongside the delivery of a programme of on-site intrusive audit inspections of completed gas safety tests. Finally we produced a summary report suitable for Pierhead’s board, along with supporting detail for use by managers.
Our Achievements
We delivered a highly effective review report that provided the board with peace of mind and an opportunity to celebrate the good work already achieved. At the same time, we established a structured framework and action plan for further improvement to the service.
