Christ Church Fulwood is a large, conservative evangelical Anglican parish church of the Church of England situated in Fulwood, Sheffield.
Christ Church Fulwood (CCF) appointed Pennington Choices to undertake a complete refurbishment and reconfiguration of their listed church building and parish centre. The purpose of the project was to modernise the existing church and increase capacity to meet the demands of its busy schedule, including three Sunday services and various meetings and activities throughout the week.
We were appointed by CCF to provide Quantity Surveying (QS) services, with additional support to their Employer’s Agent (EA) and Principal Designer (PD) teams to help oversee the delivery of the project.
The works were delivered in three key phases to ensure the project progressed efficiently and safely while maintaining the heritage features of the listed site.

This work required regular liaison with the Commonwealth War Graves Commission.
Phase 3: Refurbishment
This involved the complete refurbishment of the existing listed church hall and parish centre, including specialist works to the building envelope and specialist internal piling to support the structural walls. The refurbishment focused on modernizing the church, incorporating underfloor heating and upgraded lighting, alongside the installation of new catering facilities in both the church and its centre.
Throughout the project, our QS team worked closely with the client and design teams to maintain control of the budget. We attended weekly site meetings in the early stages to understand the design intent, monitor progress, and forecast costs. We developed detailed cost plans offering various value-driven options, using value engineering to achieve the best balance between quality and cost.
Employer's Agent and Principal Design Support
We provided CFF with additional on-the-ground EA and PD support in Sheffield. Our team carried out site visits on their behalf, liaised closely with the contractor, and provided CCF with our EA/PD checklists to ensure a smooth and compliant handover process.
We delivered the project within the client’s final budget, ensuring that Christ Church Fulwood received the modern, functional space they needed without compromising on quality or heritage standards.
Our proactive approach, strong communication with all stakeholders, and ability to adapt quickly helped make this a successful and well-managed refurbishment of a highly valued community building.
