Croydon Council – Compliance Data Validation

Croydon Council (Croydon) is the local authority for the London Borough of Croydon in Greater London. Approximately 390,800 people live in the London Borough of Croydon, making it the largest London Borough by population.

Project Overview 

Pennington Choices were commissioned by the Croydon to undertake a Compliance Data Validation exercise across their Housing Revenue Account portfolio of around 13,500 domestic properties and 1,100 communal blocks and schemes.

Our Approach 

We validated compliance data across six key areas: gas safety, electrical safety, asbestos management, water hygiene, lift safety, and smoke and carbon monoxide alarms. Our approach included:

  • Reviewing asset data from multiple systems to produce an up-to-date, accurate asset list.
  • Incorporating compliance programme data into bespoke validation workbooks to establish Croydon's compliance position.
  • Undertaking a sample record check across all compliance areas to test confidence in the data held.
  • Identifying any properties not on compliance programmes and supporting Croydon to evidence and resolve gaps.
  • Producing a compliance workbook for each area and a summary report of findings and recommendations.

Our Achievements

We provided a fully assured compliance position for Croydon, alongside a suite of data workbooks that can be used to manage compliance reporting and forward programmes. Any gaps were clearly highlighted with corresponding recommendations, providing Croydon's leadership and governance teams with robust assurance over their compliance data management.
