East Hampshire District Council (East Hampshire) is a local government district in the Southeast of England.
Project Overview
Pennington Choices were commissioned by East Hampshire to undertake a Compliance Health Check across their domestic property portfolio, covering properties held for homelessness duties, move-on accommodation, and residential dwellings ancillary to commercial property.
Our Approach
We assessed East Hampshire's compliance arrangements across gas safety, electrical safety, fire safety, asbestos management, water hygiene, and smoke and carbon monoxide alarms. Our approach included:
- A document and data review to understand their current approach to managing their property compliance obligations.
- A friendly and collaborative information gathering session with the team responsible for compliance management.
- Headline feedback to the project sponsor summarising our initial conclusions and recommendations.
- A comprehensive written report covering any identified compliance gaps, prioritised recommendations, and a high-level remedial action plan.
- A recommended governance framework, RACI matrix, and draft terms of reference for an officer oversight body.
Our Achievements
We provided East Hampshire with a clear and honest assessment of their current compliance position, recognising areas of good practice while identifying areas to strengthen. The governance framework and action plan delivered as part of this project will support the Council in ensuring ongoing legal, regulatory, and operational compliance across their property portfolio. We are delighted to have developed this great working relationship with East Hampshire and we look forward to working with them in the future.
